Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, deems necessary to revise Prior Concepts of Security

 

Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, deems necessary to revise prior concepts of security. The Head of Ukrainian Parliament made the above-mentioned statement, opening the International Parliamentary Conference on European Security at The Verkhovna Rada of Ukraine on Monday.

 

According to V.Lytvyn, the issue of formation of new European security became topical in the beginning of the century, when the unipolar model of the world formed after the collapse of the USSR demonstrated the loss of its potential. Formation of new centers of power and economic capacity was obvious. "However, a new, reliable and safe European home without a strong, conceptual and ethical foundation is a house on sand", - stated V.Lytvyn. 

 

The Chairman of The Verkhovna Rada of Ukraine appraises the understanding of the fact that a number of threats have crossed the borders of national States: international terrorism, illegal migration, trafficking in weapon, drugs and people, organized crime pose a threat to all the States, irregardless of the membership in any political bloc. 

 

V.Lytvyn stated that "more experts are willing to revise the traditional approach to the very concept of security". At present, it is considered as a system of prevention of military conflicts,   peaceful regulation of international disputes on the grounds of international law and respect for the State sovereignty. "Therefore, the concept of security should include not only a military-political aspect. It should be the system of guarantees in power engineering, finance, ecology and even food safety", - stressed V.Lytvyn. 

 

He believes that "formation of the system of European security should be accompanied by the formation of regional subsystems".

 

At present restoration of confidence between the partners, active dialogue concerning crucial matters is the main task, stressed V.Lytvyn.
