The Bill (Reg. No.4570) regulates certain issues of the local
self-government system and determines the authorities of the local
self-government bodies and officials.
According to the Committee members, the Bill amends Clause 6 of the effective Law, and states that "territorial communities of neighbouring villages, settlements, cities can unite into one territorial community, set up one local self-government body and elect one village, settlement, city mayor".
However, the People´s Deputies underscored that unification of territorial communities of neighbouring villages, settlements, cities is not the right of a territorial community only, but refers to the administrative-territorial division of Ukraine.
Therefore, the Committee members believe that such issues can be settled only by means of amending the Constitution of Ukraine and adopting the Law on the administrative-territorial division instead of amending the Law "On the Local Self-Government of Ukraine".
