Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, believes that Provision of Law Supremacy should be the Task of Priority for the Country
V.Lytvyn opened XXXV meeting of the Board of Directors of the European Organization of Supreme Audit Institutions (EUROSAI) at The Verkhovna Rada of Ukraine and stated that "independence and impartiality of this auditing body stipulates its efficiency". "These are the main components of its activity", - he stressed.
The Chairman of The Verkhovna Rada of Ukraine stressed the importance of making the authority bodies implement the recommendations of the Accounting Chamber at the legislative level.
According to V.Lytvyn, Ukraine "is in the process of development, working upon the democratic tendencies". "Democracy is a complicated mechanism, and one should learn to live and work on the basis of law, - stated V.Lytvyn. - Provision of law supremacy should be the task of priority for the country".
V.Lytvyn stated that the Parliament adopted a number of Laws appertaining to the prevention of corruption, which "are of great importance, as corruption has become an integral part of public authorities in Ukraine". "Rigid resolutions must be adopted, corruption should be equaled to the high treason", - he stated. V.Lytvyn stated that importance of the Accounting Chamber had increased: "Order should be established, as democracy presupposes undeviating observance of laws".
The Head of the Parliament stated that it was great honour for Ukraine to host the meeting of the Board of Directors of the European Organization of Supreme Audit Institutions (EUROSAI) and declared that The Verkhovna Rada "will exert every effort to make the meeting efficient".
V.Lytvyn believes that importance of the EUROSAI will increase under the current financial-economic conditions. According to V.Lytvyn, the financial-economic crisis being overcome, "further globalization will take place, even with the use of power, as the countries with losses will be interested in the extension of the spheres of their authority; therefore, preservation of sovereignty will be the crucial matter".
"The second issue concerns extension of the limits of democracy. I am convinced that democracy means confidence, and confidence should be accompanied with control, - stated V.Lytvyn. I suppose that the present-day meeting will propose new approaches, including the ones related to the cooperation".
