On behalf of the Verkhovna Rada, I am addressing the parliaments and governments of the world.  The full-scale aggression of the Russian Federation against Ukraine is continuing, peaceful places have been attacked by air and missile strikes, and there have been casualties among the civilian population.
The Russian regime is shelling Kyiv, Kharkiv, Sumi, Kherson, and other cities and towns.
Under risk is now the Chornobyl nuclear power plant captured by the enemy.   By their actions, the occupiers may cause an environmental man-made disaster as they have fought on the territory of the Shelter Installation.
Ukraine's armed forces are heroically countering the enemy.  The Ukrainian people are united in defending their homeland.
We believe not only in the territorial integrity of our State, but also in the values   on which the civilized world, EU and NATO, are based.  European and global security are today under threat.
We call on you to resist strongly and jointly the attempts to ruin the European security system.
In order to minimize the casualties among the civilian population, save the lives of innocent Ukrainian children and women and to save the world from a new nuclear catastrophe, we urge you to close the sky over Kyiv and the Chornobyl Exclusion Zone.
