Mykola Tomenko: Ukrainian Parliament has to go through the Way from squaring Political Accounts to the Professional Search for Effective Decisions

 

 

"Ukrainian Parliament has to go through the way from squaring political accounts to the professional search for effective decisions", - stated Mykola Tomenko, Vice-Chairman of The Verkhovna Rada of Ukraine, opening the seminar "Activity of a Modern European Parliament: Practice, Experience, Problems" launched at the Parliament of Thursday, with assistance of The Verkhovna Rada Committees, members of the Parliament of Great Britain and Westminster Foundation for Democracy.

 

In his speech, M.Tomenko stated that the traditional interpretation of a plenary session meeting as the most important part of activity of The Verkhovna Rada of Ukraine had been the crucial problem of the Ukrainian Parliament of all the convocations. 

 

"Under the conditions of television and radio broadcasting of a plenary meeting, the representatives of each political force try to use the parliamentary lectern as the place to declare their political stands and criticize the opponents", - stated M.Tomenko.

 

According to the Vice-Chairman, it is necessary to shift the thick of the main discussion to the sitting of Factions and parliamentary Committees, and the plenary meeting should be the place for the final approval and adoption of resolutions.

 

"Therefore, it is a matter of priority to enhance the status of the Committees and depoliticize the nature of discussions at the plenary meeting", - stated the Vice-Chairman of The Verkhovna Rada of Ukraine. 

 

Summing up, M.Tomenko stated that "formation of the professional constitution of the Parliament is also of great importance". "It also necessary to reduce representation of big business at the parliament, and it would be facilitated by the abolition of deputy´s immunity", - he stated.
