Volodymyr Lytvyn, the Chairman of the Verkhovna Rada of Ukraine submitted the Bill of the Resolution "On Urgent Actions concerning the Support of Coal Mining Enterprises, Stabilization of the Social-Economic Situation in Coal Mining Sphere and Provision of Energy Safety of Ukraine" the Consideration of the Verkhovna Rada of Ukraine
The necessity of the Resolution adoption according to the explanatory notice to the bill is caused by the urgent need in the support of coal mining industries in the period of the economic crisis. The Bill of the Resolution "is elaborated with the aim of the facilitation of the functioning of the coal market in competitive business environment, provision of the equality of rights of the coal mining enterprises irrespectively their property categories and stabilization of the social economic situation in the coal mining sphere and provision of the energetic safety of Ukraine".
The Bill of the Resolution of the Cabinet of Ministers of Ukraine it is envisages that until the 15th of July 2009 the schedule of the coal purchase for the state expense to the state reserve of energetic coal in year 2009 should be held; provide according to the purchase schedule the corresponding contracts with the coal producers of all the property categories; until the 1st of September 2009 the mechanism for the functioning of the coal sphere in Ukraine should be elaborated and adopted; scrutinize the issue on adoption of the post of the Vice-Minister of the Coal Industry in Ukraine, responsible for the organization and coordination fo the production of the private sector of the coal industry and facilitation of the investment attraction in the coal sphere of Ukraine.
The Government is in charged with the non-admission in order to lessen the social tension because of the miners´ crisis in Shakhtarslkyi Region of the Donetsk region, provision the monthly purchase of the coal in coal mining enterprises etc.
