From November 30 to December 3, the Verkhovna Rada of Ukraine adopted 9 Laws of Ukraine

 During the plenary week, which lasted from November 30 to December 3, 2021, the Verkhovna Rada of Ukraine held four plenary sessions, at which it adopted 9 Laws of Ukraine, 3 draft laws and a number of Resolutions.

The Laws of Ukraine:

- on Amendments to the Tax Code of Ukraine and Certain Legislative Acts of Ukraine Concerning Ensuring Balance of Budget Revenues (No. 5600). The Law eliminates gaps in the Tax Code, which allowed big business not to pay taxes in Ukraine; bringing the size of tax rates in line with inflation in the economy; improving the efficiency of collecting certain taxes and repaying tax debts;
- on the Military Chaplaincy Service (No. 4626). The Law defines the principles of the Service' activities, its structure, the order of subordination; the status of military chaplains as servicepersons is fixed, their functional duties are defined;
- on Amendments to Certain Laws of Ukraine Concerning the Introduction of Information on the Registered Residence of Citizens of Ukraine in the Temporarily Occupied Territories in Donetsk and Luhansk Oblasts, the Autonomous Republic of Crimea and the City of Sevastopol, and Issuance of Identity Documents Confirming Citizenship of Ukraine (No. 4564);

- on the State Budget of Ukraine for 2022 (No. 6000);
- on Ratification of the Protocol to the Agreement between the Governments of the Republic of Hungary, Romania, the Slovak Republic and the Cabinet of Ministers of Ukraine on the Establishment of a Multinational Engineering Battalion (No. 0129);
- on Ratification of the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization to the Convention on Biological Diversity (No. 0125);
- on Amendments to Certain Laws of Ukraine Concerning the Introduction of Information on the Registered Residence of Citizens of Ukraine in the Temporarily Occupied Territories in Donetsk and Luhansk Oblasts, the Autonomous Republic of Crimea and the City of Sevastopol, as well as registration of identity documents and proof of citizenship of Ukraine (No. 4564);
- on Amendments to Annexes No. 1 and No. 3 to the Law of Ukraine "On the State Budget of Ukraine for 2021" (on the implementation of infrastructure projects and development of socio-cultural facilities) (No. 6289);
- on Amendments to Annexes No. 1 and No. 3 to the Law of Ukraine "On the State Budget of Ukraine for 2021" (on the provision of assistance to insured persons for the period of restrictive anti-epidemic measures introduced to prevent the spread of the COVID-19 pandemic).

Adopted in the first reading the draft Laws:

- on Amendments to Section X "Final and Transitional Provisions" of the Law of Ukraine "On Public Procurement" on the peculiarities of the application of the negotiated procurement procedure (No. 6273);

- on Amendments to the Law of Ukraine "On Ensuring the Rights and Freedoms of Internally Displaced Persons" (No. 4487) – will reduce the period of decision-making on the registration of migrants from 15 to 7 working days, resolve the problem of obtaining housing and providing low-interest loans for this purpose;

- on Amendments to Article 7 of the Law of Ukraine "On Transfer of Objects of State and Communal Property" Concerning the Transfer of Integral Property Complexes of State Fire and Rescue Units (Parts) and Other Property of the Civil Protection Rescue Service (No. 3688).

The Resolutions:

- on awarding the annual Prize of the Verkhovna Rada to pedagogical employees of preschool, general secondary, vocational (vocational and technical) and out-of-school education institutions (No. 6339) - determines the list of 30 pedagogical workers who will receive the award of the Verkhovna Rada of Ukraine for special achievements in the implementation of education and upbringing of students (the amount has been increased to 60 subsistence minimums for able-bodied persons);

- on awarding the annual Verkhovna Rada Prize to young scientists for 2020 (No. 6346) – 30 prizes will be paid to 67 scientists for their developments or inventions, the total amount paid will be UAH 4.086 million, ie on average one scientist will receive UAH 60+ thousand;

- on awarding the annual Verkhovna Rada Prize to the best participants in the external independent evaluation of learning outcomes obtained on the basis of complete general secondary education for 2021 (No. 6254) – the best participants of the external independent evaluation of learning outcomes will receive a prize of the Verkhovna Rada of Ukraine in the amount of UAH 100,000;

- on calling early elections of Dobropil mayor of Pokrovsky district of Donetsk region (No. 5806);

- on calling early elections of the Uspenivka village head of the Belhorod-Dniester district of Odesa region (No. 6226);

- on the budget of the Verkhovna Rada of Ukraine for 2022 (No. 6367);

- on Amendments to the Resolution of the Verkhovna Rada of Ukraine "On Financial Support of the Activities of People's Deputies of Ukraine" (No. 6315).
