Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, suggests that the Meeting with the Participation of the President of Ukraine, the Prime-Minister of Ukraine, Leaders of all Parliamentary Factions be held at the Parliament to discuss the Situation in the Country and determine the Priority actions to be taken to overcome the Financial-Economic Crisis

Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, suggests that the meeting with the participation of the President of Ukraine, the Prime-Minister of Ukraine, leaders of all Parliamentary Factions be held at the Parliament to discuss the situation in the country and determine the priority actions to be taken to overcome the financial-economic crisis.   

 

V.Lytvyn made the above-mentioned statement at the sitting of V.Frolkis club of artistic intellectuals in Kyiv, presenting his speech "Realia of the Present and Prospects of the Future". 

 

The Chairman of The Verkhovna Rada of Ukraine also presented his proposals concerning overcoming of the crisis.

 

Dwelling upon the current situation in Ukraine, V.Lytvyn stated that "market economy contradicts the system of public administration, as economy already uses market principles, but the administration is based on the principles of administrative economics".

 

"The hopes for the assistance of the IMF will not settle the situation, unless one counts on one´s own possibilities. We will have to admit that Ukraine is lost in the twenty first century", - stated V.Lytvyn.

 

Dwelling upon the appointment of personnel, V.Lytvyn stated that he discussed parliamentary scrutiny of the candidacy to the post of the Minister of Defence with the President of Ukraine.

 

The Chairman of The Verkhovna Rada of Ukraine also stated that he discussed personnel changes in the government with the Prime-Minister last Friday.

 

V.Lytvyn deems necessary to abolish "the party quota principle" of appointment to the offices. Moreover, V.Lytvyn is convinced that the discussion of the amendments to the Fundamental Law "should be public, not backroom one". 

 

V.Lytvyn deems necessary to fix the date of presidential elections. "The Verkhovna Rada should fulfill its function and fix the date of presidential elections", - he stated, reminding of the fact that the Constitution determines the date of elections: the last Sunday of the last month of the fifth year of authorities of the President of Ukraine. "The President assumes his authorities since the moment of oath-taking at the special meeting of The Verkhovna Rada. The acting President took the oath on 23 January 2005. Therefore, the next elections should be held on 17 January 2010", - stated V.Lytvyn.

 

However, the Chairman of The Verkhovna Rada of Ukraine will not sign the resolutions with other date of presidential elections, as they fail to comply with the legislation.

 

He also deems necessary to curtail the period of election campaign to 90 days and form a register of electors "to prevent the voting of dead people on the voting list".
