The Verkhovna Rada in the second reading adopted the Law of Ukraine "On measures aimed at overcoming the crisis and ensuring financial stability in the natural gas market" (No. 3508-d). This law aims to: • create legal grounds for overcoming the crisis and ensuring financial stability in the natural gas market; • regulate mechanisms for settling debts on the natural gas market, taking into account the factors of their occurrence and using exclusively market settlement mechanisms; • provide the conditions necessary for the final opening of the natural gas market and the cessation of state intervention in its operation, as well as increase the investment attractiveness of the industry; • create appropriate financial conditions for the gas transmission system operator to fulfill its obligations to maintain and develop the gas transmission system in order to meet the expected demand of natural gas market participants for its transportation services. According to the Chairperson of the Verkhovna Rada, this legislative initiative is necessary to resolve the situation resulting from the tariff increase. “The law adopted today will help restructure the debts of heat supply and heat generating organizations. And in order to avoid crisis situations in the future, the tariff policy should be predictable, and all steps should be properly explained," said Dmytro Razumkov.
