The Participants of the Hearings pointed out the attention on the Bills of the Laws on conflict of interests in the activity of the public officials, (Reg.№44200), on rules of the professional ethics in the public service and prevention of the conflict of interests, (Reg.№4420-1), on measures of the state finance control in the public sphere, (Reg.№4472).
Opening the meeting, I. Kaletnik, the Chairman of the Committee declared that the effective functioning of the state is possible only under the conditions of the independent realization of the clarity p0rinciple in the public sector.
According to I. Kaletnik, the suggested Bills are aimed at the implementation of the effective system of the state finance control for the profit declaration, property state and expenses of public servants and their families.
Chairman of the Committee emphasized that "the contradictions between official authority and private interests of the officials are reef that complicates the process of public service, provokes the disdainful attitude towards the public sector as a whole". Hence the fixation of the ethic principles of the officials´ activity on the legislative level is of prior importance.
In particular the Bill of the Law "On Conflict of Interests in the Activity of the Public Officials" specifies the principles and regulates the order of the conflict of interests regulation, common requirements and restriction of the behavior of the public officials; implements the liability for the violations of requirements concerning the conflict of interest.
The Bill "On Rules of the Professional Ethics in the Public Service and Prevention of the Conflict of Interests" is aimed at the formation of the principles of prevention of the corruption in the activity of the public officials.
The peculiarity of the Bill "On Measures of the State Finance Control in the Public Sphere" is the fact thee the bill is aimed not only on the detection of the corruption but on the detection of the finance conflicts of interests that might rise during the service of the state officials.
The participants recommended that the members of the Committee on Fighting Organized Crime and Corruption during the further elaboration of the Bill analyze thoroughly the Bills, delimited the system of declaration of the finance control and the system of declaration.
