The Committee on the Matters of Pensioners, Veterans and the Disabled fails to uphold the Bill "On Amendments to certain Legislative Acts of Ukraine (re Regulation of the Number of Officials in the Public Executive Authorities and Restriction of Benefits granted to the Public Officials)"

Thus, the Bill (Reg. No.3435) introduces amendments to Article 37 of the Law "On Governmental Service". Pursuant to the Bill, since 1 January 2009, "maximum rate of pension or a monthly pecuniary aid (bonuses, increases, target-oriented pecuniary aid and pensions for special services to Ukraine and other legally established pension increments included), appointed in the previous years in compliance with effective legislation shall not exceed six minimum rates of old-age pension".  

 

The Committee upholds the initiative concerning elimination of disproportion in the pension provision. However, the Committee members stated that implementation of the said legislative proposal "will violate social equity, as the laws do not have a retrospective effect, and unbalance the system of pension provision of certain categories of workers".
