Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, is convinced that enhancement of parliamentarism presupposes efficient work of a single legislative body and mandatory observance of the laws.

 

"I fail to see enhancement of parliamentarism in the blocking of the lectern, or at the level of utter willfulness, when the parliament is turned into a piggery, which humiliates the country. There are elementary rules of behavior to be observed; there is the limit not to be crossed, because other approaches are used if the arguments lack", - stated V.Lytvyn at the press conference in Luhansk on Saturday.    

 

V.Lytvyn stressed the necessity of mandatory observance of the laws. The Parliament should not only adopt legislative acts, but also enhance control over their implementation, "as non-fulfillment causes adoption of another laws".

 

"The Parliament that forms the Government should also control it. It is possible, unless The Verkhovna Rada is not deliberately divided into the coalition and opposition". 

 

V.Lytvyn deems necessary "to work instead of letting off political steam". "Such work of the Parliament is not worthy of Ukrainian nation", - he stated.

 

Answering the questions of the journalists, V.Lytvyn declared that he supported the majority system. However, as it is impossible to restore it, it is necessary to introduce open party lists and assign the People´s Deputies to the districts.
