The Committee on State Building and Local Self-Governing recommends that the Parliament rejects the Bill on Amendments to the Law "On Cabinet of Ministers of Ukraine"

The Bill (Reg.№4127) envisages the implementation of the legislative restriction of the quantity of the Vice-Prime-Ministers and Vice-Ministers and Chairmen of the Central Body of the Executive Power (not more than three).

During the discussion it was mentioned that the effective law does not contain the directives concerning the quantity of the posts of Vice-Prime-Ministers in the Government and is fully coordinated with the norms of the Constitution of Ukraine. (Article 114)

Moreover it was declared that the effective law does not contain the restrictions concerning the quantity of the posts of the vice-ministers as well.

The Members of the Committee deem that according to the exclusive authority of the Cabinet of Ministers to form, reorganize and liquidate the Ministries and other central bodies of the executive power the restrictions concerning the quantity of the posts contradict with the article 116 of the Constitution of Ukraine and is purposeless.
