Pursuant to the Bill (Reg. No.3645), building owners of the objects of educational and cultural designation shall be exempt from a share (a contribution) by the design and development of engineering-transport and social infrastructure of a settlement irregardless of the forms of ownership and subordination.

However, the Committee members stated that as the activity of different cultural institutions, including theaters, cinemas, art galleries, was of commercial nature, "it is unreasonable to exempt private investors from a share in the development of infrastructure".
