The issue of strengthening the legislative provision for the protection of personal data in Ukraine was discussed in the Verkhovna Rada

On March 30, the discussion "European Vector of Ukraine - Strengthening the Legislative Support of Personal Data Protection in Ukraine" was organized by the Committee on Digital Transformation and the Committee on Human Rights, Deoccupation and Reintegration of Temporarily Occupied Territories in Donetsk, Luhansk Regions and Autonomous Republic of Crimea, National Minorities and Interethnic Relations.
The draft law on personal data protection was presented during the event.
Freelance adviser to the Committee on Digital Transformation Liliya Oleksyuk noted that the disclosure of personal data can both open the way to information and cause significant damage to a person's privacy. According to her, the new legislation should provide control over this. She added that the discussion of the project will last about a month, so everyone can join the work and submit their proposals to the Committee.
The representative of the Verkhovna Rada Commissioner for Human Rights in the field of personal data protection Inna Bernazyuk reminded that the Commissioner for Human Rights is responsible for the protection of personal data, which exercises parliamentary control over the observance of constitutional human and civil rights and freedoms.
Deputy Minister of Digital Transformation Lyudmyla Rabchynska noted that one of the priorities of the Ministry is the protection of personal data in the digital sphere. According to her, currently there is no mechanism for deleting personal data from the network, the issue of specifying the processing of biometric data has not been identified, another important aspect is the mutual recognition of electronic trust services and protection of personal data.
The expert on protection of personal data and privacy, the participant of the working group on development of the draft law Andrey Nikolayev told that the bill consists of 10 sections and contains 71 articles. He noted that the current Law on Personal Data Protection came into force in 2011, but so far no significant changes have been made to it. At the same time, European legislation and technology are evolving quite rapidly. He noted that the draft law expands and modernizes the terminology in accordance with European legislation, defines the grounds and requirements for the processing of personal data, outlines the responsibilities of the controller and operator of personal data, etc.
Summing up, member of the Committee on Human Rights, Deoccupation and Reintegration of Temporarily Occupied Territories in Donetsk, Luhansk Regions and Autonomous Republic of Crimea, National Minorities and Interethnic Relations, MP Taras Tarasenko noted that all recommendations and proposals would be carefully considered in the committees.
