At the meeting of the Working Group on the development of draft laws on democracy, were discussed the proposals to the draft law "On the local referendum"

First Vice Speaker of the Verkhovna Rada of Ukraine Ruslan Stefanchuk chaired the regular meeting of the Working Group on the development of draft laws on democracy.

Chairperson of the Working Group, First Deputy Speaker of The Verkhovna Rada of Ukraine Ruslan Stefanchuk outlined the issues proposed for discussion, and also proposed to determine the stages of preparation of the draft law on the local referendum.

Ruslan Stefanchuk suggested that after the final text of the bill is worked out, members of the Working Group will go to the regions to present its main provisions to representatives of local authorities. The chairperson of the Working Group also said that the draft law would be sent to the Venice Commission for an opinion.

The participants of the meeting heard information about the issues raised by the subgroup, which were expressed during the discussion at the last meeting.

Members of the Working Group, in particular, discussed in detail the issues: the subject of the local referendum, the possible inclusion in the ballot of up to three issues, the financing of the local referendum, the number of referendums that may be conducted by local authorities during the year, ensuring the predictability of the local referendum, priority in providing the initiative to hold a local referendum, variability or non-variance of answers in the ballot, inclusion in the bulletin of questions on local taxes and fees, giving the right to the head of the local community to initiate a referendum.

In conclusion, Ruslan Stefanchuk instructed the members of the Working Group to prepare the consolidated text of the draft law by next week, after which the text of the bill will be posted on the Verkhovna Rada's website for public discussion for several weeks and further elaboration based on public discussion.
