The Bill (Reg.№4134) envisages the determining of the basis evaluation for the penalties calculation fro the criminal offence and elaboration of the qualification features of criminals minimal salary changing it.
The Members of the committee agreed that a great number of principles need thorough repeated consideration. The amendments according to the Deputies may cause unjustified increase of the penalty rates without taking into account the real incomes of the citizen and may lead also to the automatic mitigation of liability or even decriminalization that were recognized as crimes before the salary would changed.
Still, the Committee declared that "existing system of monetary charges (17 UAH) does not reflect the economic and social reality and leads to the fact that the penalty as a punishment is used not in full its potential and not always can be regarded as an effective punishment. Hence it needs immediate changes".
The Committee may recommend that the Parliament adopts the Bill in the first reading with the further elaboration.
