Proposals to the agenda of sittings of the Verkhovna Rada of Ukraine shall be formed in accordance with the approved Plan of Legislative Work of the Verkhovna Rada of Ukraine for 2021. This was stated by First Deputy Chairperson of The Verkhovna Rada of Ukraine Ruslan Stefanchuk during the sitting of the Conciliation Council of Deputy Factions and Groups.
The First Vice Speaker of the Parliament of Ukraine also proposed to introduce ЭDays of the European UnionЭ in the Verkhovna Rada of Ukraine, in which voting for European integration bills will take place.
“The implementation of this idea should be discussed jointly with the Verkhovna Rada of Ukraine and the Vice Prime Minister for European and Euro-Atlantic Integration of Ukraine. Given the Legislative Work Plan for 2021, we need to establish a weekly procedure for the preparation and submission to Parliament's session hall of bills that will allow us to move towards fulfilling our commitments on European and Euro-Atlantic integration. It would also be expedient to create an IT tool that would help us to form this plan and monitor its implementation, which is extremely important,” the politician suggested.
Ruslan Stefanchuk reminded that during the last 2 weeks the Verkhovna Rada of Ukraine held meetings of working groups working on important bills. The first concept of the draft law on local referendums was presented at the meeting of the Working Group on drafting laws on democracy. The First Deputy Chairperson of the Verkhovna Rada of Ukraine invited all people's deputies of Ukraine to join the discussion, as it is extremely important that this mechanism works.
“In addition, we held the meeting of the Working Group to prepare a draft law on recoding (updating) of civil legislation of Ukraine. And I hope that in the near future we will have certainty about the group that is working on the law on the parliamentary opposition,” he added.
Ruslan Stefanchuk also noted that “2021 is a year of great dates for Ukraine: the 30th anniversary of independence and 25 years since the adoption of the Constitution of Ukraine.”
Therefore, the Verkhovna Rada of Ukraine will focus on the adoption of legislative acts important for the state-building.
Finally, Ruslan Stefanchuk, as the author of the law “On Amendments to Certain Legislative Acts of Ukraine to Ensure Personal Voting by MPs of Ukraine at Plenary Sessions of the Verkhovna Rada of Ukraine”, commented on the decision of the Prosecutor General's Office on suspicion to the MP of Ukraine
“This is the best answer to those skeptics who have told me that criminal liability for button-pressing does not work. Everything works as soon as the law enforcement agencies start working. Then the case for the courts. Such a phenomenon as button-pressing should disappear in the Verkhovna Rada of the 9th convocation,” the politician stressed.
