The Committee on Ukraine’s Integration into the European Union considered a number of draft laws on compliance with EU law and Ukraine's international legal obligations

According to the decision of the Committee, not contrary to EU law the draft laws:
The draft law No. 4416 provides for the simplification of the mechanism of access to participation in the industrial park, the introduction of additional incentives, such as lending and public investment in the infrastructure of such parks, to reduce business costs to start economic activities. The Committee concluded that the draft law required the opinion of the Antimonopoly Committee of Ukraine on the effect on competition.
The draft Law No. 4326 on conducting forensic psychiatric examination in administrative proceedings. The document stipulates that the appointment of a forensic psychiatric examination without the consent of the person prosecuted is possible only by a court decision based on sufficient data.
The draft Law No. 4517 on the regulation of the procedure for drawing up customs declarations for goods, in accordance with the EU Customs Code.
The draft Law No. 4482 on amendments to some legislative acts of Ukraine on streamlining the activities of separate divisions of a legal entity formed in accordance with the legislation of a foreign state. The document aims to simplify and speed up the procedures for the establishment and termination of these units in Ukraine. The document, according to the Committee, needs to be finalized in order to bring it into line with the provisions of Directive 2017/1132.
The draft Law No. 4351-2 on amendments to the Law of Ukraine “On state regulation of activities related to the organization and conduct of gambling”.
The draft Law No. 3356-don the mandatory use of liquid biofuels in the field of transport. The draft law needs to be substantially revised to take into account the provisions of Directive 2009/28/EU.
Draft Law No. 3364-1-d on certification of the UKRENERGO transmission system operator. In accordance with paragraph 5 of Annex XXVII-A of the Association Agreement, Ukraine is obliged to consult with the European Commission on the compatibility of the bill with the relevant provisions of EU law.
At the meeting, the Committee also decided to support the draft law No. 0086 on withdrawal from the Agreement and the Protocol on Intergovernmental Courier Relations.
The Agreement and the Protocol define the legal aspects and obligations within the framework of the creation of a single communication system designed to deliver particularly important, secret and official correspondence between heads of state, government, and public authorities. The Agreement identified Moscow as the central transit point for sending official correspondence. Now the sending of official correspondence through Moscow threatens the national interests of Ukraine. The Committee recommends that the Main Committee submit the draft law to the Verkhovna Rada of Ukraine for adoption as a basis and in general.
The Committee members also heard a report from the Ministry of Infrastructure of Ukraine and the EU-UNDP Parliamentary Reform Project on the implementation of the EU-Ukraine Association Agreement in the field of transport and transport services.
