Valentyn Zaichuk, the Chairman of the Verkhovna Rada of Ukraine Secretariat and Andrew Taggi, the Secretary of British Branch of Parliamentary Association on Commonwealth have discussed the issue on Preparation of the Seminar due to the Memorandum on Mutual Understanding between the Verkhovna Rada of Ukraine Secretariat and Westminster Foundation for Democracy
The Meeting was held due to the Memorandum on Mutual Understanding between the Verkhovna Rada of Ukraine Secretariat and Westminster Foundation for Democracy according to which the Verkhovna Rada of Ukraine Secretariat and Westminster Foundation for Democracy start the cooperation on the fourth year program "Strengthening of the Personnel Training in the Verkhovna Rada of Ukraine Secretariat".
Andrew Taggi, the Secretary of British Branch of Parliamentary Association on Commonwealth declared that the chief aim of the Program is professional training aid to the Verkhovna Rada of Ukraine Secretariat personnel as well as to the People´s Deputies of Ukraine. On their part, the representatives of Great Britain are eager to closely cooperate with the Parliamentary Committees, share their experience, bilateral elaboration of the prior directions of the activity etc.
According to the Chairman of the Verkhovna Rada of Ukraine Secretariat, one of the most problematic issues is the elucidation of the Parliamentary activity, the ways of the public influence on the adoption of legislative issues and supervision for the activity of the only executive power body. V. Zaichuk is convinced that "today we need to determine the rate of elucidation, separating the personal life of the People´s Deputies from the public or professional activity". It also touches upon the ethical problem of mass media in the Verkhovna Rada of Ukraine.
During the Seminar, which would be held by the Westminster Foundation in July 2009, V. Zaichuk suggests that except the elicitation of the Parliamentary activity, the elaboration of the bills concerning the judicial system of the state, fighting against corruption and local self governing. Also, according to him the ways of the cooperation aimed and the improvement of the Verkhovna Rada of Ukraine Secretariat should be determined.
