Deputy Chairman of The Verkhovna Rada of Ukraine Ruslan Stefanchuk took
part in the expert discussion “Monitoring the Implementation of the
Plan of Legislative Work of the Verkhovna Rada of Ukraine for 2020.”
The
participants of the event discussed the problems of assessing the
current challenges of legislative activity; ways of formation of IT
tools of control over the implementation of the Plan of legislative work
of the Verkhovna Rada of Ukraine, the role of civil society in
lawmaking.
“The
introduction of the planning system in the practice of legislation
provides a strategic approach to the formation of legislative
development of the state. Assessment of the state of implementation of
the Plan is a mandatory, control stage of lawmaking, which allows
monitoring the achievement of the goal and prompt response,” noted
Ruslan Stefanchuk.
According
to him, several national documents should be the basis for determining
the directions and priorities of legislative activity. These are:
Program of the President of Ukraine Volodymyr Zelenskyy, Program of the
political party ‘Servant of the People’, Program of the Government and
Action Plan of the Government, Address of the President of Ukraine to
the Verkhovna Rada of Ukraine, Strategic documents of the National
Reform Council, Legal Reform Commission and other advisory bodies. The
National Economic Strategy to 2030 must now be added to this list.
“At
the same time, the global challenge related to the pandemic and the
need for legislative support to prevent the spread of COVID-19 in
Ukraine, necessitated the rapid reformatting of the work of the
Parliament of Ukraine,” stressed the First Deputy Chairperson of the
Verkhovna Rada of Ukraine. According
to him, the Parliament of Ukraine has made urgent decisions to amend
the current legislation in order to introduce effective mechanisms of
state support in the field of culture, creative industries, tourism,
small and medium business in connection with restrictive measures
related to the spread of COVID-19. Draft Laws identified as priority and
those to be included in the Plan of Legislative Work of the Verkhovna
Rada of Ukraine for 2021 have already been developed. For example, about
a local referendum.
