The Committee on Ukraine’s Integration into the European Union considered a number of draft laws on compliance with EU law and Ukraine's international legal obligations.
The members of the Committee considered the draft law No. 4178 “On Amendments to Certain Laws of Ukraine on Commission Fees during Acquiring” and the alternative bill No. 4178-1, which propose to reduce the commission when paying with payment cards. Both documents, according to the Committee, do not contradict the objectives of the Association Agreement, but partially take into account the provisions of Regulation 2015/751 and require the expert opinion of the National Bank on the impact on the financial stability of the banking system. According to the decision of the Committee, not contrary to EU law:
- the Draft Law No. 4407 On Amendments to Certain Legislative Acts of Ukraine Concerning High-Risk Objects. The bill aims to harmonize Ukrainian legislation with EU law in the field of security of high-risk facilities. - the Draft Law No. 4049 on the implementation of the decisions of the European Court of Human Rights; - the Draft Law No. 4154 On determining the child's place of residence in a manner that proposes to improve the legislative mechanisms for determining the child's place of residence by giving parents the opportunity to apply to the court on this issue in an indisputable manner; - the Draft Law No. 4427 On Amendments to Certain Legislative Acts of Ukraine Concerning the Composition of Managers and Members of Supervisory Boards of State Unitary Enterprises and Business Associations, in the authorized capital of which more than 50 percent of shares (stakes) belong to the state. The Committee concluded that the draft law does not contradict Ukraine’s international legal obligations in the field of European integration, but needs significant refinement; - the Draft Law No. 4450 Concerning support for cattle breeding, sheep breeding and other livestock industries; - the Draft Law No. 4403 on state control (supervision) in the field of housing and communal services. The project proposes to create a central executive body - the State Housing and Communal Inspectorate. The members of the Committee also considered bills that provide for the ratification of international agreements. The Committee decided to recommend the adoption of the following draft laws in the first reading and in general:
- on ratification of the Letter of Amendments No. 0076. The adoption of the bill will regulate the issue of making payments to contractors at the expense of loans raised from the European Investment Bank; - on ratification of the Agreement between Ukraine and the Kingdom of the Netherlands No. 0077 On extension until August 1, 2021 of the Agreement on the International Mission of Inquiry of July 28, 2014. The adoption of this Law is necessary for further investigation of the causes of the crash of flight MH17 of Malaysia Airlines, which occurred on July 17, 2014; - on ratification of the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Republic of Poland No. 0079 On the maintenance of border road bridges at the Ukrainian-Polish state border. Ratification of the Agreement will ensure the maintenance of border road facilities on the joint Ukrainian-Polish border in proper operational condition. The Committee also recommends to adopted as a basis and in general draft laws:
- on ratification of the Memorandum between the Cabinet of Ministers of Ukraine and the Government of the Republic of Austria №0081 On mutual access to the labor markets of family members of employees of diplomatic missions and consular posts; - on ratification of the Annexes to the border documents drawn up as a result of the First Joint Inspection of the State Border Line between Ukraine and Hungary No. 0082; - on withdrawal from the Agreement on Cooperation of the Member States of the Commonwealth of Independent States in Combating Illegal Migration No. 0074; - on ratification of the Amendment to Article 24 of the Charter of the Black Sea Economic Cooperation Organization No. 0078.
