The Committee on Ukraine’s Integration into the European Union considered a number of draft laws on compliance with EU law and Ukraine's international legal obligations

The Committee on Ukraine’s Integration into the European Union considered bills proposing measures to reduce industrial pollution, regulate the electricity market and propose to reform the public health and postal services.
Not contrary to EU law:
-         draft Law No. 4258 on Multimodal Transportation. The Committee decided that the document is not contrary to Ukraine’s international legal obligations, but needs to be substantially revised to take account of the provisions of Directive 92/106/EEC;
-         draft Law No. 4236 on amendments to certain Laws of Ukraine concerning activation of science parks;
-         draft Law No. 3946, which proposes to strengthen criminal liability for theft, misappropriation, sale, forgery of identity documents, citizenship of Ukraine or special status of a person, as well as certificates of state registration of civil status;
-         draft Law No. 3657 on Amendments to the Law of Ukraine “On the Electricity Market”. The Committee noted that the document, like all energy bills, required an opinion from the European Commission on its compatibility with EU law;
-         draft Law No. 4167 on prevention, reduction and control of industrial pollution.
The committee also considered three draft  laws on postal services – No. 4353, No. 4353-1 and No. 4353-2 . According to the Committee, the draft laws are aimed at fulfilling the obligations under the Agreement, in particular, Directive 97/67/EC, but at the same time certain provisions in these draft laws do not correspond to Ukraine's international legal obligations in the field of European integration.  а The draft laws also require the opinion of the Antimonopoly Committee of Ukraine on the impact on the competitive environment.
The members of the Committee also considered two draft laws providing for the ratification of international documents by Ukraine. The Committee recommends to adopt as a basis and in general the draft law No. 0075 on ratification of the Memorandum of Understanding between Ukraine and the European Police Office on confidentiality and safeguarding of information and the draft laws No. 0080 on Ukraine's accession to the Enlarged Partial Agreement on Cultural Routes of the Council of Europe.
