The Verkhovna Rada of Ukraine ratified a number of international agreements:
- No. 0051 on ratification of the Guarantee Agreement between Ukraine and the European Investment Bank (The Substation Reliability Improvement program). Ratification of the Agreement is of strategic importance for the Ukrainian energy sector, as it opens the possibility for Ukraine to obtain a loan from the European Investment Bank in the amount of 136 million euros. The funds will be directed to the Substation Reliability Improvement Program, which aims to replace obsolete high-voltage substation equipment to meet European standards, which in turn will allow the Ukrainian power system to be integrated into the European power system. The agreement also opens up opportunities for electricity exports to Europe, as well as promoting Ukraine's energy independence.
- No. 0052 on accession to the TRACECA Agreement on the Development of Multimodal Transport. The agreement defines the basic conditions for multimodal transport between TRACECA countries and provides an opportunity to gain certain advantages over other countries in providing this type of transport. This will have a positive impact on increasing the competitiveness of Ukraine's transport system, promote the development of transit potential and increase exports of Ukraine`s transport services. - No. 0070 on ratification of the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Federal Republic of Germany on financial cooperation (project “Housing for Internally Displaced Persons (IDPs)”). According to the agreement, Germany will provide EUR 25.5 million to Ukraine through the German state-owned development bank KfW (Kreditanstalt fur Wiederaufbau) for the implementation of the project "Housing for Internally Displaced Persons", which aims to provide permanent housing for Ukrainian citizens who have been forced to flee their homes due to the armed aggression of the Russian Federation. It is envisaged that on average IDPs will be able to obtain a loan for commissioned housing in the amount of approximately EUR 40,000 for up to 20 years on favorable terms - 3% interest per annum calculated 63 square meters of area per family. - No. 0071 on accession to the Protocol on Sustainable Agriculture and Rural Development to the Framework Convention on the Protection and Sustainable Development of the Carpathians. Adoption of the Law provides an opportunity:
a) Developing, amending and implementing site specific-rural development strategies characterized by an integrative, inclusive and holistic approach, taking into account the specific conditions of mountains and foothills;
b) Ensuring and achieving common policies of promotion of endogenous agricultural and rural development potential in less favoured areas;
c) Developing and designing agricultural policies and instruments that integrate environmental concerns;
d) Promoting the sustainable and/or extensive agro-environmental practices, land resource management practices and organic production to protect biological and traditional cultural landscape diversity, natural and semi-natural habitats including grasslands and protected areas;
e) Promoting the conservation and sustainable use of genetic resources for food and agriculture, local breeds of domestic animals, cultivated plant varieties and crop wild relatives;
f) Establishing gene banks for local varieties as well as promoting the propagation and cultivation of these varieties;
g) Implementing measures for preserving and promoting traditional farming practices and the related traditional knowledge;
h) Supporting local agricultural producers in order to develop short food supply chains which stimulate local economy and increase the retentiveness of the region;
i) Promoting organic production, local farmer markets, artisan food producers, community supported agriculture and other forms of small-scale sustainable food production;
j) Improving the conservation of traditional rural architecture, infrastructure and rural arts and crafts including regional inventories of them;
k) Promoting the diversification of livelihood in rural areas particularly through linking agriculture and tourism, as well as the crafting and marketing of local goods, arts and handicrafts;
l) Strengthening of formal and informal education, advanced training and qualification including intergenerational learning, access to local public services and advisory service;
m) monitoring of the agricultural and rural areas and their socio-economic development;
n) Developing and/or promoting coordinated scientific research programs and projects;
o) Developing a transnational network and knowledge exchange platform;
p) Integrating the objectives for sustainable development of agriculture and rural areas into other sectoral policies;
q) Enhancing innovations in rural waste and energy management, and promoting smart energy and waste free solutions and systems.
- No. 0072 on ratification of an amendment to the Framework Convention on the Protection and Sustainable Development of the Carpathians on the new Article 12bis called ‘Climate change’. The article pursues policies aiming at climate change mitigation and adaptation as well as appropriate implementation measures.
