The Perspectives of the Development of the State-Private Partnership were discussed during the round table organized by the Committee on Industrial and Regulatory Policy and Entrepreneurship
Opening the Meeting, the Chairperson of the Committee N. Korolevska stressed the necessity of the legislative regulations of the principles of the state private partnership. She deems that under the economic crisis the partnership between Government and Business should be strengthened.
It was also mentioned such form of partnership is an effective model of relations between state and business.
N. Korolevska emphasized that the main advantage of the state-private partnership consists in optimal division of the authorities concerning the control on the common activity. She also mentioned that the value of such relations for the state consists in the fact that the state totally preserves the property right. According to N. Korolevska, the state-private partnership is an alternative to the privatization.
For the private sector, such form of partnership as profitable as it gives more guarantees for the investment preserving and opens new spheres fro the investments.
It was declared during the event that the practices of the state and private cooperation found its reflection in all the developed countries of the world.
For Ukraine this practice is also not the new one. Exist such form of partnership as state orders to the private sector, conceptions or rent. Still, from the legislative and juridical point of view, the relations are coordinated only by some principles written in Economic or Administrative Codes of Ukraine or in Law on "Conceptions" hence there is no Law that would regulate all the principles of the state and private partnership.
