The Committee on Human Rights, National Minorities and International Relations recommends that the Parliament rejects the Bill on Amendments to the Law "On Citizens' Appeals" (re Ad Hoc Supervisory Panel in charge of Citizens' Appeals)

The Bill (Reg. No.2494) supplements the effective Law with a new Article, pursuant to which, The Verkhovna Rada shall set up an Ad Hoc Supervisory Panel in charge of Citizens´ Appeals out of the People´s Deputies. It envisages that similar Panels shall be set up at The Verkhovna Rada of the Crimean Autonomous Republic, and relevant local councils.

 

However, the Committee members believe that the Bill fails to comply with the Law "On the Local Self-Government in Ukraine". Regulations of the Bill fail to fully specify the competence of the above-mentioned Panels, as well as determine the type of control to be executed.
