The Bill (Reg. No.4074) introduces a fuel tax imposed on the owners of vehicles and other self-propelled machines and mechanisms per each liter of fuel purchased at refuelling stations and oil storage depots.

However, the Bill fails to specify "the mechanism of tax payment, calculation of the rate of tax, which, according to the legislative act, is based on changeable annual extra statistical data of the State Statistics Committee of Ukraine and the State Revenue Service".

The document also fails to envisage the rate of privileges (or a zero rate of fuel tax) for the citizens-victims of Chornobyl disaster; the procedure of issuance and realization of special fuel tickets for the persons entitled to a benefit, etc.
