Bill No.3485 <Second reading> - "On amendments to some laws of Ukraine so as to improve electoral legislation".
The law is thought to eliminate numerous gaps, inconsistencies and legal loopholes, accommodate some deadlines and terms, simplify and uniform certain election procedures aiming to streamline the entire election process, and unify respective provisions of the Electoral Code of Ukraine. The act shall also introduce a host of amendments into the Electoral Code, which apply to all types of elections and all stages of the election process.
Some of the novelties concern activities of the Central Election Commission (CEC), the functioning of the State Register of Voters, bringing to administrative and criminal liability for violations committed during the election process.
In addition, the bill has made a great deal of amendments to a series of sectoral codes and acts of legislation.
Bill No.3648 <First reading> - “On quality and safety of blood and blood products”.
The draft law has been worked out to review the legal regulation in the field of safety and quality of donated blood and blood components in accordance with the requirements of the Association Agreement and the Blood System Development Strategy, which would allow it to reform Ukraine’s blood system taking into account best European standards and practices.
Among the act’s pillars, there are establishing kind of a national blood agency in charge of the entire blood sector including licencing of blood market players; establishing requirements and standards for the safety and quality of donated blood and blood components that meet the requirements of respective EU directives; encouraging the implementation of the principle of non-remunerated voluntary blood donation; reshaping the system of benefits for donating blood; conditioning the informatizaiton of the blood system by setting up a national blood donor and donation registry with further integrating it into Ukraine’s eHealth medspace system; revising and updating the legal regulation of the blood system in order to attract further investments and strengthen material capacity and resource potential of the blood system; opening the blood market for private players under the all-embracing public supervision.
