"The Bill on Amendments to the Constitution suggested by the Party of Regions envisages comprehensive changes to secure real local self-government, eliminate dual executive authority, provide the court capable of restoring violated rights", - stated Oleksandr Lavrynovych, First Vice-Chairman of The Verkhovna Rada of Ukraine, in the "Svoboda na Interi" TV Program on Friday. He stated that "the said Bill was registered at the Ukrainian Parliament in July 2008".

The prominent politician deems necessary to set up an ad hoc panel to scrutinize the amendments to the Fundamental Law.

Oleksandr Lavrynovych stated that international experience testified of the fact that Fundamental Laws of the countries had been altered in the period of recessions. However, the First Vice-Chairman made a remark: "When one calls for taking such actions at the level of an Assembly, I want to reply the Assemblies are convened when a country is being formed, when the constitutional order is being established. In case both the State and the Fundamental Law are present, it is an attempt upon the Constitutional order".
