Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, believes that holding of simultaneous presidential and parliamentary elections is impossible with regard to legal aspect.

 

At the press conference in Chernihiv, V.Lytvyn commented upon a relevant proposal of the Head of State and reminded that pursuant to the Constitution of Ukraine, authorities of the President can be early terminated in case of the President´s resignation; impossibility to fulfill the duties due to the state of health; impeachment; death.  

 

Moreover, the Head of State shall announce his resignation in person at the sitting of The Verkhovna Rada of Ukraine.  

 

According to V.Lytvyn, the Constitution clearly determines the grounds for announcement of the early elections of The Verkhovna Rada. 

 

Therefore, in compliance with the Law, holding of simultaneous presidential and parliamentary elections is impossible.
