The Committee on Construction, Urban Development, Housing and Communal Services and Regional Policy recommends that the Verkhovna Rada of Ukraine adopt the Bill of the Law on Amendments to the Law "On Planning and Building of the Territories" (re the Objects of the Educational and Cultural Purpose) as a Basis

The Bill (Reg.№3645) envisages the deliberation of the objects of the educational and cultural purpose form the share in the formation and development of the engineering and transport-social infrastructure of the living place regardless of the property form and subordination.

The author of the bill, the People´s Deputy G. Smityukh explained the importance of the Bill adoption with the "decrease in extensions of the building works in this sphere because of "non-commercial character of the activity of such institutions"

According to the author, the adoption of the Bill does not envisage the extra expenses form the State Budget of Ukraine but will influence the expenses and incomes of the local budgets of only those places where such objects would be built.

The Members of the Committee upheld the Bill as according to them it will facilitate the conditions for the increase in the building of the objects of culture and education.
