According to Mykola Tomenko, Vice-Chairman of The Verkhovna Rada of Ukraine, since the Constitution was amended in December 2004, and Ukraine was consequently changed from the Presidential-parliamentary into the parliamentary-presidential republic, the Parliament has been discussing the optimum model of the fundamental Law. At present, the high level of willingness for the continuation of the constitutional process can be observed in Ukraine.
However, Mykola Tomenko deems necessary to conduct the constitutional process beyond the Parliament, so that the experts could determine the optimum model of the Constitution and the citizens would ratify it at the referendum.
Mykola Tomenko objects to the presidential elections at the Parliament, and considers the right to elect the Head of State as the political right of every Ukrainian citizen.
