ON FRIDAY, THE 20TH OF MARCH, THE PLENARY WEEK OF THE FOURTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WAS FINISHED
The Chairman of the Verkhovna Rada of Ukraine informed on the results of the work of the Verkhovna Rada of Ukraine during the plenary meetings on the 19th of March.
V. Lytvyn declared that today according to the agenda the report of the Temporary Inquiry Panel of The Verkhovna Rada of Ukraine to investigate the state and functioning of the gas transferring system of Ukraine and gas provision for the years 2008-2009.
The Chairman stipulated that only 5 representatives of the parties were present during the meeting of the panel. And the Conciliation Commission stipulated that the issue should be scrutinized and closed. Consequently, actually, there are 2 reports and two draft resolutions that is why both were heard.
The People´s Deputies heard the report represented by the Chairperson of the Panel, Inna Bogoslovska and presented by the representative of the majority, Sergiy Pashynskiy.
Inna Bogoslovska declared that the Panel supply "grounded reasons that the gas transferring system of Ukraine starting from the year 2008 is working in the manual regime by the corruption schemes, that gas contracts with Russia are unprofitable and harmful for Ukraine etc."
The Chairperson stressed that "the policy of the Government in the gas field leads to the bankrupt of NSC "Naftogaz Ukrainy" and suggest the formation of the new Temporary Inquiry Panel on the Investigation "Finance State and Monetary Cycling in the System "Naftogaz Ukrainy" in years 2008-2009".
Representative of the majority, Sergiy Pashynskiy declared that according to the report presented by I. Bogoslovsk, it is suggested that the 11 milliard of the cubic meters of gas that belong to "RosUkrenergo" and admit the guiltiness of Ukraine in the break of the gas transit to European countries".
He pointed out the problems in "Naftogaz Ukrainy". The members of the Committee insist on the immediate gas instruction on the territory of Ukraine.
The People´s Deputies stressed the both reports are alike but do not give the picture of the gas transferring system acting in Ukraine. People´s Deputies have not adopted both of Reports.
The Verkhovna Rada of Ukraine passed the Resolution "On setting up the Temporary Inquiry Panel of The Verkhovna Rada of Ukraine to investigate Circumstances concerning Violation of Ukrainian Legislation by Alienation of Public Share Packages in the Ownership of Joint-Stock Companies in the Field of Agricultural Engineering Industry due to activity of the Open Joint-Stock Company "Lease Company "Ukrahromashinvest", and investigate the Circumstances of Leading the OJSC "Khersonski Kombainy" to Bankruptcy.
Next, The Verkhovna Rada of Ukraine adopted the Bill on Amendments to the Law "On Promotion of Regional Development (re Monitoring) (237 votes). It was presented by the Deputy, Oleksandr Efremov. Bill enhances methodical base for recognizing the territories as depressive ones and rendering a relevant status to them. Such territories will further be able to obtain governmental aid for the socio-economic development and overcoming the state of depression.
Pursuant to the Bill, "a depressive territory is a region or its part (district, cities of republican (the Autonomous Republic of Crimea) and regional importance, the level of development of which is the lowest or considerably lower than the level of development of territories-constituents of a relevant group".
The Bill includes the regulation concerning the characteristic of development that determine the territories as depressive ones.
The Peoples´ Deputies having scrutinized several issues in the first reading sent them for the further consideration.
At the end of the morning meeting, the People´s Deputies introduced motions, appellations, and announcements.
Then the plenary Meeting was closed.
On 23rd -27th of March, People´s Deputies will work with electorate and next plenary meeting will be held on 31 of March.
