On Wednesday, Valentyn Zaichuk the Chairman of the Verkhovna Rada of Ukraine Secretariat and David French, Executive Director of Westminster Foundation for Democracy have signed Memorandum on Mutual Understanding between Verkhovna Rada of Ukraine Secretariat and Westminster Foundation for Democracy

According to the Memorandum text, Verkhovna Rada of Ukraine Secretariat and Westminster Foundation for Democracy start cooperation on the implementation of the four-year program "Strengthening of the Personnel Training in the Verkhovna Rada of Ukraine Secretariat" (Program)

Program starts on the first of December 2008 and ends on 31st of March 2013.

Westminster Foundation for Democracy is obliged to allot the support for the Program in training the personnel on management of parliamentary activity, finance control and supervision, effective information exchange, provide the supervisors for the trainings and training of the local supervisors; allotment for the Verkhovna Rada of Ukraine Secretariat and people´s Deputies the Possibility for equal exchange with their colleagues from United Kingdom etc.

Among technical tasks of the program is the elaboration of the effective strategies of development of Verkhovna Rada of Ukraine personnel.

The practical implementation of the Program let broadening of the non-governmental organizations, experts, and journalists´ quantity that are capable of the effective cooperation with the Verkhovna Rada.

Financing of the program is provided by Westminster Foundation for Democracy that is going to actively cooperate with the National Universities.

Chairman of the Verkhovna Rada of Ukraine Secretariat in his entering speech stressed that the goal of the signing of the Memorandum is the active cooperation with international non-governmental organizations.

"It is for certain that such cooperation will help People´s Deputies, personnel of the Verkhovna Rada of Ukraine Secretariat and p[parliamentary journalists to direct their knowledge achieved in the program on the effective supervision of the executive bodies activity, improve the cooperation with the public institutions etc.", - V. Zaichuk stressed.

Ambassador extraordinary and plenipotentiary of Great Britain to Ukraine, Lee Terner that took part in the ceremony called Ukraine "the most democratic country among CIS countries" and assured that Great Britain support democratic aims of Ukraine.

Chairperson of the Parliamentary Committees on Liberty of Speech and Budget and European Integration took part in the ceremony.
