The participants of the hearings listened to the report of Lutsenko Yu.V., Minister of Internal Affairs, and co-report of Kolomiyets S.H., Head of the Department of the State Motor Inspection under the Ministry of Internal Affairs of Ukraine. The Committee members commented upon the considerable reduction of the road accident rate after the adoption of the Law "On Amendments to certain Legislative Acts of Ukraine concerning Enhancement of Regulation of Relations in the Field of Provision of Traffic Safety".
Thus, for the period of 17 November 2008 (since the Law came into force) till 1 January 2009, the number of accidents with the injured reduced by 41,5% (from 7,4 thousand to 4,3 thousand of traffic accidents), the number of victims of traffic accidents - by 42,6% (from 1170 to 672), the number of injured participants of road traffic - by 43,7% (from 8,9 thousand to 5 thousand).
The People´s Deputies shared the concern of the participants of road traffic with the conditions of pavement, lack of lighting, necessary road signs and pedestrian paths, and forwarded relevant petitions to Tymoshenko Yu.V., Prime-Minister of Ukraine, concerning increase of expenditures for the maintenance of network of streets, inspection of all roads and road signs, enhancement of the system of driver´s training.
The Committee members expressed their concern with the facts of extortion on the part of the SMI employees, the stand of the prosecution bodies of Ukraine that failed to respond to the facts of bribery on the part of drivers, and activity of Ukrainian courts concerning implementation of the Law.
The Committee members addressed all the subjects of legislative initiative with a request to refrain from submitting the Bills that alleviate responsibility for violation of Traffic Regulations.
