Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, assumed a critical attitude to the introduction of external testing and reforming of higher education in the present-day form.

"A great number of educational courses is imposed, the foundation of a higher education is being destroyed; a classical university should teach to think, - stated V.Lytvyn, delivering a speech before the students and the faculty of Dnipropetrovsk State Agrarian University on Tuesday. It is possible and necessary to count on modern technologies, knowledge of foreign languages,  however, it is important to preserve the foundation, the basis of the higher education of Ukraine".

Volodymyr Lytvyn deems necessary to increase lecturers´ wages, extend the number of the faculty to the ratio of "one to eight", double the auditorium fund in order to develop the higher education.
