First Vice-Chairman of the Verkhovna Rada of Ukraine, Oleksandr Lavrynovych declared that "there are numerous unsolved issues concerning agricultural complex in Ukraine"
O. Lavrynovych appealed to the participants in order to provide the effective work during hearings in order to receive complete propositions regarding the solution of natal problems in the agricultural sphere.
Minister on Agrarian Policy,Yu. Melnyk declared that for the stabilization of the agricultural sphere the dimensions of the state support were increased in last year, new programs on state financing were introduced.
Still, Yu. Melnyk mentioned that in the current year the dimensions of the state support were decreased. The expenses for the current year were at the rate of 3,8 mlrd. grn. That is in 2,6 times less than during last year.
Moreover it was emphasized that the situation is even more complicated because of the negative consequences of the world finance crisis. Implementation of the wholesale- selling prices for the food products strengthens price disparities for the agricultural producers and decreases the level of economic effectiveness of the sphere.
Representatives of the milk producing sphere emphasized that because of the absence of the sufficient state support, the decrease in the milk production is seen. The crediting of the sector is almost stopped. According to them "it needs immediate real support of the banking system through the implementation of refinancing, allotment of stabilizing funds etc".
The factors mentioned according to the farmers can cause serious damage to the agricultural complex.
On e of the most complicated issues was named the problem of prices for the agricultural goods implementation. According to the agrarians the processing industries, wholesale- selling trade and not the price for the raw materials influence the increase of the consuming prices.
According to the Vice-Chairman of the Committee on Agrarian Policy and Land Relations, S. Ryzhiuk informed that the social and productive infrastructure of the sphere continued its decrease, the same as negative demographic tendencies.
The Participants of Parliamentary Hearings recommend that the Verkhovna Rada of Ukraine adopt the Law from the 4th of February 2009, №922 "On Amendments to Certain Laws of Ukraine Regarding The Prevention of The Negative Consequences of The World Finance Crisis On The Development of The Agricultural Complex" as immediate taking into the consideration the Persident´s of Ukraine motions.
Representatives of the agricultural sphere emphasized on the necessity of adoption by the Verkhovna Rada of Ukraine of the legislative acts aimed at the provision of the agricultural complex development and minimizing of the crisis consequences.
Agrarians deem that the Parliamentary Committees should accelerate the improvement and introduce for the scrutinizing the following Bills: "On State Land Cadastre", "On State Land Mortgage Bank", "On Land Market", "On Amendments to Certain legislative Acts of Ukraine (re Conservation and Agrochemical Passport System of Lands)", "On transfer of territory of private property for the social needs and motives of social necessity".
The People´s Deputies deem that National Bank of Ukraine and Cabinet of Ministers of Ukraine should provide the urgent refinancing of the commercial banks that prolong credits for the enterprises of the agricultural complex.
