ON WEDNESDAY, THE 18TH OF MARCH, THE VERKHOVNA RADA OF UKRAINE CONTINUED ITS WORKING IN THE PLENARY REGIME

The People´s Deputies presented applications, motions and propositions.

The Bill on Ratification of the European Convention on Ratification of the European Convention on Cinematographic Co-Production was presented by Minister on Culture and Tourism, Vasyl Vovkun. He informed that The Convention in question, the European Convention on Transfrontier Television and the European Fund for the Co-Production, Distribution and Exhibition of European Cinematographic Works, whose member Ukraine intends to become, are considered as basic instruments of cultural policy in the Council of Europe with the policy of most-favoured nation treatment.  Ratification of the Convention will enable Ukraine´s access to the European mechanism of support of cinematography, secure Ukraine´s participation in the European cultural programs on cooperation, and promote further development of cinematography.

Speakers pointed out the attention on the fact that the Convention was ratified in 2004 and is directed for the ratification only now. The Verkhovna Rada of Ukraine has ratified the European Convention on Cinematographic Co-Production by 397 votes.

The Parliamentarians have also scrutinized and adopted the Treaty between the Cabinet of Ministers of Ukraine and the Government of the Tajikistan Republic on cooperation in the sphere of the prevention of the emergency situations and liquidation of their aftermath ("for"

 

The People´s Deputies have adopted in its entirety the Law "On Amendments to the Law of Ukraine "On the Police" (re Enhancement of Social Security of Police Officers) (385 votes).

 Bill on Amendments to the Law "On the Rates of Excise Duty on the Tobacco Goods" as a Basis was included into Agenda. The Bill was introduced by the People´s Deputy, Yuriy Miroshnuchenko. He declared that The Bill  introduces amendments to the effective Law that establish fixed rates of excise duty imposed on a unit of the production sold, namely: for cigars, including cigars with ends cut off, and cigarillos (small cigars) with tobacco contents, in the amount of 60 UAH for 100 units (instead of current 100 UAH for 1000 units); for tobacco and tobacco substitutes, other, of industrial manufacture; "homogenized" or "restored" tobacco; tobacco extracts and essences in the amount of  25 UAH for 1 kg (instead of 0 UAH).

The Vice-Chairman of the Committee on Budget, Oleg Liashko informed on the decision of the committee to recommend the Parliament adopt the Bill as a Basis

The Bill was adopted as a basis by 235 votes.

The Verkhovna Rada of Ukraine has adopted the Bill "On Alienation of Land Plots in Private Property for the Social Needs and on the Grounds of Social Necessity" as a Basis (for 397 votes).

One more Bill from the land field On Amendments to Certain Legislative Acts concerning the Change of the special-purpose nomination of the land areas and the Bill on State Land Inventory was rejected at all.

The Bill on Amendments to Certain Laws of Ukraine concerning the licensing of the natural self-produced gas sailing by the natural person was also rejected.

Next, People´s Deputies have scrutinized several bills concerning the improvement of the current system of laws concerning licensing. As a result of discussion the following Bills were adopted: on Amendments to Article 3 of the Law "On the Principles of State Regulatory Policy in the Sector of Economic Activity"; "On Amendments to certain Laws of Ukraine" (re Principles of Governmental Policy in the Field of Licensing); "On Amendments to certain Laws of Ukraine concerning Licensing of Activity on Development, Production and Sale of Technical and other Means of Rehabilitation"; "On Amendments to the Law on Licensing of certain Types of Economic Activity" (re Aircraft Construction Industry).

During the scrutinizing of one of the suggested bills the floor was given to the People´s Deputy, Sergiy Shevcguk who informed on the unpleasant incident with the Chairman of the Parliamentary Committee on International Affairs, Oleg Bilorus. During the passport control he was directed for the further investigation and documents check, in particular, check of the diplomatic passport.

Factions expressed their protest against the actions of the Russian part and demanded the explanations.

Chairman declared that the corresponding petition would be maid.

The People´s Deputies have discussed and adopted the decision to reject the Bill on Amendments to the Law "On People´s Appellations" (re the appellation that is directed in the form of the electronic document).

At the end of the morning meeting parliamentarians have scrutinized a number of Bills concerning nuclear energy (On Amendments to certain Laws of Ukraine in view of Ratification of the Amendment to the Convention on Physical Protection of Nuclear Material; "On Amendments to Certain Legislative Acts of Ukraine (re the Implementation at the Full Rate of the State Supervision for the Nuclear and Radiation Safety)"; "On Amendments to the Law "On Adoption of Resolutions concerning Allocation, Design, Construction of Nuclear Installations and Objects designated for Treatment of Nuclear Waste of National Relevance").

Then the morning plenary meeting was closed.
