Committee on Transport and Infrastructure
At its Feb14 sitting, the committee has reviewed some bills (including the bill No.1182-1-d) concerning Ukraine’s inland water-borne transport and the accession of Ukraine to the Agreement on the Development of Multimodal Transport TRACECA.
The above said bill defines the legal, economic and organizational principles of the inland waterway transport, the issues of state regulation in this area, the functioning and development of the inland waterway transport, its infrastructure, the carriage of goods and passengers, navigation on inland waterways and its safety. It was noted that the bill is in line with EU standards. As a result of the consideration of the issue, the committee recommended that the Verkhovna Rada should adopt the inland waterway transport bill No. 1182-1-d on its first reading.
The committeemen also saw into the bill No.0010 on the accession of Ukraine to the Agreement on the Development of Multimodal Transport TRACECA. Adoption of the law and ratification of this agreement will create the legal framework for the development and implementation of multimodal transport in the TRACECA region. The committee recommended that the Verkhovna Rada should adopt the bill No. 0010 on its first and second readings and ratify the Agreement on the Development of Multimodal Transport TRACECA.
Committee on National Security, Defence and Intelligence
At its recent sitting, the committee considered a number of draft laws and heard heads of committee’s working groups.
Parliamentarians saw into the bill No.2343 “On social and legal protection of servicemen and members of their families”, afoot for its second reading, and decided to recommend that the VRU take it on the second reading and in tote.
They also then examined the bill No.2618 amending the Law of Ukraine “On mine action” and advised Rada to endorse it on the first reading.
During the meeting, the group heads were also heard on the bills in the pipeline in conformity with the areas of practice assigned.
The meeting also saw the Ukrainian defence ministry’s legislative initiatives for 2020, the bill “On amendments to certain legislative acts concerning the improvement of state regulation for Ukraine’s state aviation”, and the draft bill “On amendments to Article 14 of the Law of Ukraine ‘On state secrets’”.
Committee on Social Policy and Protection of Veterans’ Rights
On February 13, a committee’s task force had its closing sitting dedicated to Ukraine’s labour codes and legislation, including the bills Nos.2410, 2410-1, 2708, 2708-1 and 2708-2. The committee secretariat drafted a comparative table to include all the labour bills-related proposals received. The table is to be then handed over to a specialized working sub-group authorized to deal with the proposals at a later stage.
Committee on National Security, Defence and Intelligence
At its Feb14 sitting, the committee heard the deputy defence minister on legislative initiatives prepared by the Ministry of Defence of Ukraine.
According to the official, this year brings Ukraine’s military a new, somewhat reshaped, configuration that is thought to allow the locally existing system to get better adjusted to the EU-NATO one, including a uniform set of operational documentation (strategy and defence planning, for instance) widely used throughout the USA and the most of European countries. The ministry is also conceptually tasked with halving the term for elaborating the overall strategic paradigm of implementing branch-wise reforms.
Ukraine’s armed forces are to develop this year pursuant to the overall defence forces paradigm within the framework of the government actions programme approved by the Verkhovna Rada. The ministry of defence is responsible for implementing the five objectives of this programme.
