ON FRIDAY, THE 6TH OF MARCH, PLENARY WEEK OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION OF WAS CLOSED

Volodymyr Lytvyn, the Chairman of the Verkhovna Rada of Ukraine has sent congratulations to the women of Ukraine on the occasion of the 8th of March.

On the demand of the Factions Yulia Tymoshenko Bloc, "Our Ukraine-Self Defense" the break was announced. The Chairman asked the leaders of the factions on the meeting on the presentering of the President of Ukraine regarding the nomination of the Security Service of Ukraine Chairman.

V. Lytvyn announced that the opinions of the participants were divergent. He declared that all the motions would be scrutinized as soon as they were prepared.

Vice-Chairman of the Temporary Inquiry Panel of The Verkhovna Rada of Ukraine on the state of functioning of the gas and transport system of Ukraine and gas provision of the citizens for the years 2008-2009, Oleksandr Gudyma introduced the proposition to cancel the scrutinizing of the issue.

The Chairperson of the Temporary Inquiry Panel, Inna Bogoslovska informed that the representatives of the Yulia Tymoshenko Bloc, "Our Ukraine-Self Defense" and "Lytvyn Bloc" have failed to visit the meetings of the Inquiry Panel. She declared that would not left the tribune until the Verkhovna Rada vote for the postponement of the TIP report.

The tribune was blocked by the representatives of the Party of Regions and in order to regulate the work of the Verkhovna Rada, the floor was given to Oleksandr Efremov who asked his colleague to let the Parliament work and then the Chairperson of the Temporary Inquiry Panel left the tribune. The report hearing was postponed for the next week.

The Bill of the Law on Border Control was presented by Mykola Lytvyn, the Chairman of the Administration of the State Border Service. He declared that pursuant to the Bill, "border control is a type of State control in the entrance posts at the State border and one of the forms of operating activity of the State Border Service of Ukraine". Border control is exerted in order to prevent illegal migration, human trafficking, illegal transportation of weapon, drugs, psychotropic substances and precursors, armament and explosives forbidden for transportation across the State border.  

 Anatoliy Grutsenko, the Chairman of the Committee on National Security and Defense announced the decision of the Committee to recommend the Parliament adopt the Bill. The Bill was adopted as a basis ("for" 377 votes).

The next Bill "On import, export and returning of cultural valuables" was delivered by Vladyslav Kornienko, the Vice-Minister on Culture and Tourism. The Bill envisages the formation of the special authorized central body of the executive power in the sphere of import, export and returning of the cultural valuables.

The Chairman of the Committee on Culture and Spirituality, Volodymyr Yavorivskiy mentioned that the bill is not perfect that is why it should not be adopted. As a result of voting the Bill was rejected.

 

The Chairman of the Committee on National Security and Defense, Anatoliy Grutsenko has reported on the decision of the Committee that does not recommend the Parliament the nomination of V. Nalyvaichenko on the post of the Chairman of the SSU. Nevertheless the resolution was adopted by 230 votes.

The Chairman red some principles of the Bill of the Resolution on certain Issues concerning Organization of Activity of the Security Service of Ukraine"

Pursuant to the Resolution, the People´s Deputies deem necessary to set up a Temporary Inquiry Panel of The Verkhovna Rada of Ukraine in charge of reforming the Security Service of Ukraine and its Legislative Support in order to secure due parliamentary control and in view of the situation regarding the activity of the Security Service of Ukraine due to non-observance of the Constitution of Ukraine and Ukrainian Laws. The Verkhovna Rada of Ukraine recommends that the Head of the SSU immediately initiates revision of resolutions concerning appointment of high-ranking officials of bodies and subunits of the Security Service of Ukraine in order to coordinate them with the Constitution of Ukraine and the Law "On Security Service of Ukraine". Pursuant to the Resolution, at the plenary meeting on 17 March 2009, The Verkhovna Rada of Ukraine will listen to the report of the Head of the Security Service of Ukraine concerning operation and personnel provision of the SSU, and administration of its property.The Verkhovna Rada of Ukraine commissioned the Committee on National Security and Defence to bring forward the motions concerning setting up of the said Temporary Inquiry Panel till 17 March 2009.

Verkhovna Rada has adopted the Resolution by 233 votes.

Then the Plenary Meeting was closed.10-13 of March the People´s Deputies will work in the Committees and Factions.

Next Plenary meeting will be held on Tuesday, the 17th of March.
