The Bill (Reg.№3683) is aimed at the provision of the guaranteed access of the consumers to the telecommunication networks and services on the whole territory of Ukraine at the available, regulated by the state prices. For such purposes the Fund of the Universal Telecommunication Services should be created at the expenses of the implementation of the charge on the operators and providers of telecommunication services a purpose-aimed extra fee to the tariff on the telecommunication services. The provision of the inhabitants of the mountains and depressive regions with the basic telecommunication services is of highest priority.
Un particular the amendments should be implemented to the Laws: "On Telecommunications" and "On the Order of the paying off the Obligations of the Tax Payers before the Budget and State Purpose-Oriented Funds".
