The Committee on Industrial and Regulatory Policy and Entrepreneurship held a Round Table Discussion on the Topic "Basic Obstacles to Entrepreneurship. Licensing Reform. Problems and their Settlement"

N.Korolevska, Committee Chairman, opened the meeting and stated: "in the period of recession, business groups will exert efforts to protect their interests". She supposes that "business is not in need of protection, but of governmental support through legislative initiatives".

 

N.Korolevska deems reasonable that "at present, enterprises demand extra privileges and assistance on the part of the State". The Committee Chairman also dwelled upon the critical issues. Thus, she believes that the conditions of the taxation system, lease agreements, concession and partnership are still unregulated.

 

The participants of the round table discussion stated that regulation of the system of issue of licensing documents should become one of priority orientations of the governmental policy aimed at the support of entrepreneurship in 2009.

 

The speakers stated that only 39 out of 60 necessary Bills had been elaborated by the central executive bodies so far.

 

The participants of the round table discussion believe that failure to settle a number of problematic issues at the legislative level hampers full-fledge realization of the Law. Thus, it is necessary "to determine activity of the administrator and licensing centers, settle discrepancies concerning the concept of "a document of licensing character". It is also necessary to ratify the List of documents of licensing character at the legislative level.

 

The participants of the round table discussion discussed the state of realization of the Law "On Licensing System in the Sector of Economic Activity". They recommend that The Verkhovna Rada of Ukraine scrutinizes and adopts the Bills connected with its implementation.

 

The Cabinet of Ministers of Ukraine is recommended to take measures to boost activity of the central and local executive bodies, leaders of executive bodies being personally responsible for implementation of measures aimed at the enhancement of licensing system in the sector of economic activity.
