The Committee on State Building and Local Self-Government recommends that the Parliament adopts as a Basis the Bill on Amendments to the Law "On Election of Deputies of The Verkhovna Rada of the Crimean Autonomous Republic, Local Councils, and Village, Settlement and City Mayors" (re Election of Mayors by the Majority Electoral System of Absolute Majority)

The Bill (Reg. No.2270-3) introduces majority electoral system of absolute majority for the election of mayors, which secures election of candidates supported by the absolute majority of electors to the said post.

 

The Committee members stated that pursuant to the Bill, "a candidate to the post of a mayor who received more than a half of votes of electors who participated in the voting is considered an elected mayor".

 

The Committee members believe that adoption of the Bill will promote enhancement of mayor´s responsibility before the electors, boost the political dialogue between the mayor and electors, and create extra mechanisms of realization of citizens´ suffrage.
