The First Deputy Chairman of the Verkhovna Rada of Ukraine Ruslan Stefanchuk held a working meeting dedicated to developing legislation on the rule of the people and direct democracy

On October 24, in the Verkhovna Rada of Ukraine there
was held a working meeting chaired by the First Deputy Chairman of the
Verkhovna Rada of Ukraine Ruslan Stefanchuk. The event was attended by representatives
of the parliament, the Central Election Commission, executive authorities and
public organizations. The ample discussion centered upon the development of Ukraine’s
legislation in the field of popular sovereignty and direct democracy.
Ruslan Stefanchuk emphasized the need for a broad dialogue on the topic and active involving as many concerned professionals as possible in the discussion on mechanisms capable of regulating the legislation that widens direct democracy boundaries inside the country.
The Chairman of the Ukrainian Institute for Direct Democracy Pavlo Kuftyriev delivered his report that outlined the models and bills elaborated by the institute in the field of direct e-democracy. A leading expert of the institute, LL.D Borys Malyshev, reported on the main draft laws prepared by the institute.
Oleksandr Korniienko, the first deputy head of the PP “Servant of the People” parliamentary faction, articulated his overall vision for further improvement of direct democracy in Ukraine.
The Chairman of the Committee on State Building, Local Governance, Regional and Urban Development Andrii Klochko stressed the need for further development of institutions for local plebiscites - as the first steps in implementing direct democracy.
A member of the Central Election Commission Pavlo Liubchenko underscored the importance of the role of direct democracy in Ukraine.
Representatives of Ukraine’s digital transformation ministry presented direct democracy and e-government services they work upon.
A member of the Ukrainian parliament, LL.D and academician of the National Academy of Sciences of Ukraine Oleksandr Kopylenko informed the audience of the achievements in the field of democracy development made by the Legislation Institute of the Verkhovna Rada of Ukraine, which he had until recently been in charge of. He also emphasized the expediency of using researches of the institute’s specialists in further legislative activities of the parliament.
In summary, there was stressed an acute need for intensifying legislative activity pointed at strengthening direct democracy institutions in Ukraine and a wider involving representatives of public organizations, international experts and scientists in further joint developments.
