The Chairperson of the Verkhovna Rada of Ukraine Dmytro Razumkov opened Wednesday’s plenary session.
The morning section
398 parliamentarians have registered to attend the plenary meeting.
The Chairman gave the floor to representatives of the parliamentary factions and groups to make their announcements, statements, reports and proposals.
The Verkhovna Rada endorsed the agenda of the current meeting.
The current agenda:
1. The parliament is set on seeing into the draft resolution “On establishment of a Verkhovna Rada temporary special commission on a legal status of war veterans”, “On holding a parliamentary hearing themed ‘Formation of Living Wage in Ukraine: Challenges and Problems” (December 18, 2019) and some others.
2. Bill No.1054-1 “On recognition as null and void the Law of Ukraine "On the list of state property items that are exempt from privatization”.
3. Bill No.2036 ““On amendments to the Law of Ukraine ‘On the National Television and Radio Broadcasting Council of Ukraine’ regarding refinement of its appointment and dismissal procedure”.
4. Bill No.1029 “On amendments to certain legislative acts of Ukraine regarding ensuring the effective institutional mechanism for corruption prevention”.
5. Bill No.1071 “On amendments to certain legislative acts of Ukraine regarding governmental regulation of outer space activity”.
6. The parliament shall also see into bills on amendments to the budget code through introducing a medium-term planning for development and maintenance of public motorways, and “On the Bureau of Financial Investigations”.
7. The Verkhovna Rada shall re-consider the bill No.0976 on supporting the Plast movement and the bill No.0978 concerning Ukraine’s electoral code.
8. There will also be treated an array of draft resolutions regarding renaming some human settlements.

--Draft bill No.2101-5
The bill is drafted to supplement the current agenda with 38 new draft laws to be considered. The bill No.2101-5 “On amendments to the agenda of the second session of the Verkhovna Rada of the ninth convocation” was confirmed by 253 parliamentarians.
On military veterans
--Draft bill No.2153
340 members of parliament approved the bill No.2153 “On establishment of a Verkhovna Rada temporary special commission on a legal status of war veterans”.

On tv-radio council staffing
--Draft bill No.2036
Bill No.2036 “On amendments to the Law of Ukraine ‘On the National Television and Radio Broadcasting Council of Ukraine’ regarding refinement of its appointment and dismissal procedure”. This bill ensures a trouble-free functioning of the council, since part of the 8-man council bench is seeing the end of the term of office. 266 members of parliament upheld the second reading of the bill.
On smoother business licensing
--Draft bill No.1060
“On amendments to certain legislative acts of Ukraine regarding improving the licensing procedure for business activity”. The bill protects entrepreneurs from arbitrariness of officials through improving Ukrainian business licensing law in force. The draft law is also to reconcile inconsistencies in the licensing legislation. In particular, there will be introduced a mechanism for suspending licenses. The second reading of the bill was backed by 301 votes.
On NACP re-loading
--Draft bill No.1029
The Verkhovna Rada carried the draft bill No.1029 “On amendments to certain legislative acts of Ukraine regarding ensuring the effective institutional mechanism for corruption prevention” on the second reading by 237 ayes. The bill aims to create a legal platform for restarting the National Agency on Corruption Prevention (NACP) to improve its effectiveness.
On AEO institute in Ukraine
--Draft bill No.1048
The draft law No.1048 “On amendments to the Customs Code of Ukraine regarding some issues of functioning of authorized economic operators”. Adoption of the draft law will simplify customs formalities for enterprises with a high level of confidence, establish preconditions for future recognition of the status of authorized economic operators granted by Ukrainian customs authorities and authorized bodies of EU countries, and the participation of Ukrainian AEOs in the formation of so-called ‘secure supply chains’, as well as improving the competitiveness of Ukrainian enterprises at foreign and domestic markets.
The bill is also set to launch in Ukraine the AEO institute similar to the EU’s double, and to streamline meeting Ukraine’s commitments against international treaties. The second reading of the bill was backed by 270 parliamentarians.
