ON TUESDAY, THE 17TH OF FEBRUARY, THE PLENARY MEETINGS OF THE FOURTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD
At the beginning of the morning meeting the representatives of the Deputies Factions introduced appellations, motions and announcements.
The First Vice-Chairman of the Verkhovna Rada of Ukraine, Oleksandr lavrynivych announced that on the last week 151 People´s Deputies have signed the Bill of the Resolution of the dismissal of Oleksandr Lavrynovych from the post of the First Vice-Chairman of the Verkhovna Rada of Ukraine.
The Chairman put the Bill for the voting. The voting was not effective209 votes)
The Parliamentarians accepted the resignation of Viktor Pynzenyk from the office of the Minister on Finance (238 votes)
Verkhovna Rada of Ukraine has adopted number of the Resolutions on the Parliamentary hearings
Verkhovna Rada has adopted the resolution on the agenda for the fourth session (227 votes).
The People´s Deputies have scrutinized number of Bills regarding the pre-termed local elections and adopted the corresponding resolutions.
The Bill "On Amendments to the Criminal and Criminal-Procedural Codes of Ukraine regarding the use of a Child for Beggaring" was reported by the Minister on Justice, Mykola Onishuk. He declared that the Legislative act is elaborated in order to provide the keeping of the Constitution of Ukraine Principles regarding the legitimacy of Laws, prevention of misunderstanding concerning the Law from the 15th of January 2009 "On Amendments to the Criminal and Criminal-Procedural Codes of Ukraine regarding the use of a Child for Beggaring". For the realization of the aim it is suggested that the date when the Law come into force suggesting that the Law and its amendments are implemented simultaneously.
The Law was adopted (362 votes).
The next Bill On Amendments to certain Laws of Ukraine (re Fighting against Corruption) was announced by Anatoliy Grytsenko. He declared that the Bill envisages implementation of the amendments in the article 67 of the Criminal Code of Ukraine concerning the circumstances that aggravate the punishments.
It is also suggested that the list of criminals should be introduced according whom "The Law on Amnesty in Ukraine" is not implemented.
The Bill was adopted as a Basis by 372 votes.
The Verkhovna Rada of Ukraine has adopted the Bill "On Amendments to the Legislative Acts of Ukraine re facilitating the Production and Use of Biological Kinds of Fuel" as a Basis (343 votes)
The Bill on Amendments to the Law "On the Adoption of the Constitution of the Autonomous Republic of Crimea" (re Amendments to the Constitution of the Autonomous Republic of Crimea) was rejected by the Verkhovna Rada of Ukraine.
At the end of the morning meeting, the People´s Deputies have scrutinized Bill "On Territorial Organozation of Elections and Referendums in Ukraine". The People´s Deputy, Yu. Kluchkovskiy reported that the Bill envisages regulation of the issue on territorial organization of the President´s Elections, elections of the People´s Deputies of Ukraine and Referendum through implementation of the only system of the territorial voting districts
After a short discussion the Bill was adopted in the first reading (252 votes).
Then the morning meeting was closed.
At the beginning of the evening meeting the People´s Deputies scrutinized number of the Bill re Taxation of the Owners of the Vehicles (re Rates of Taxation). The authors of the Bills informed on the main principles of their Bills.
The profile Committee on taxation and Customs Policy recommends that the Parliament adopt the Bill suggested by Deputies P. Symonenko and A. Martyniuk as a Basis. According to the Bill there should be decrease in the tax rate from the owners of the vehicles during the first registration of the car in Ukraine and during the re-registration and further technical inspection.
After a discussion the Bill suggested by P. Symonenko and A. Martyniuk was adopted (378 votes) as a basis.
Yu. Tryndiuk, the People´s Deputiy of Ukraine reported on the Bill "On Preliminary Actions Regarding the Prevention of the World Finance Influence on the bakery Sphere". He declared that the strict state regulation of the bakery sphere, regulation of the profitability of the production and prices do not provide the normal functioning of the sphere. The Bill envisages the actions re the state support of the bakery industry. In particular it concerns the refinancing by National Bank of the Commercial Banks that allotted credits to the bakery enterprises. The debts of the bakery enterprises should be prolonged or restructured on the term not less than one year.
The profile Committee on Finance and Banking recommends that the Parliament reject the Bill as it gives the preferences to the one sphere before the others that contradict with the current law.
The Bill was adopted (237 votes).
