The Chairperson of the Verkhovna Rada of Ukraine Dmytro Razumkov opened Friday’s plenary session.
The morning section
391 parliamentarians have registered to attend the plenary meeting.
The Deputy Chairman of the Verkhovna Rada Olena Kondratiuk announced parliamentary requests.
The Verkhovna Rada endorsed the agenda of the current meeting.
The current agenda:
1. The finance minister O.Markarova shall present the draft bill No.2000 on Ukraine’s state budget for 2020.
2. The Verkhovna Rada will discuss the inclusion in the second session agenda of the Verkhovna Rada of Ukraine a number of bills, among which are draft laws "On amendments to the Law of Ukraine "On the State Bureau of Investigations" regarding improving activities of the State Bureau of Investigations", "On amendments to certain legislative acts of Ukraine regarding optimization of criminal liability of judges for knowingly unjust court decisions" and "On amendments to certain legislative acts of Ukraine regarding ensuring personal vote by Ukrainian parliamentarians”.
3. MPs will also consider draft laws related to the military sphere, as well as a bill on the protection of intellectual property rights at transferring goods across the customs border of Ukraine.
4. Draft bill No.1053-1 “On amendments to the Law of Ukraine ‘On application of payment transactions recorders in trade area, service industry and public catering’ regarding un-shadowing of settlements in the trade and service sectors”.
5. Draft bill No.1065 “On amendments to certain legislative acts of Ukraine regarding improvement of legal protection for geographical names”.
6. Draft bill No.1011 “On amendments to the Law of Ukraine “On defence of Ukraine” regarding organization of the national defence”.

On state budget 2020
--Draft bill No.2000
The Chairman gave the floor to the Minister of Finance Oksana Markarova for presentation of the draft state budget of Ukraine for 2020. Delivering her closing remarks, O.Markarova thanked MPs and noted that a great work upon the draft budget is underway.
On changes in calendar plan of ongoing session
--Draft bill No.2158
By 231 votes there was confirmed the draft bill No.2158 “On amendments to the calendar plan of the second session of the Verkhovna Rada of Ukraine of the ninth convocation”. The reshaped plan sets plenary meetings for 2-4 October, while the 7-11 October week is to be given up to committee work (work in committees, commissions, and/or parliamentary groups).
On appointment of VRU Apparatus’s chief
The Chairman promoted Viacheslav Shtuchnyi’s candidacy to head the apparatus of the Verkhovna Rada of Ukraine. This move was backed by 340 members of parliament.
On protection of financial consumers’ rights
--Draft bill No.1085-1
“On amendments to certain legislative acts of Ukraine on protection of rights of financial consumers”.
The purpose of the bill is to create a proper protection system for the rights of financial consumers, to eliminate loopholes and inconsistencies in the current system of legal protection of the consumers’ rights, and to raise awareness of the consumers about the services rendered. On the second reading the bill was approved by 309 parliamentarians.
On better legal protection of place-names
--Draft bill No.1065
The second reading of the bill “On amendments to certain legislative acts of Ukraine regarding improvement of legal protection for geographical names” was approved by 277 members of parliament.
On approximation of UA-EU standardization systems
--Draft bill No.1068
“On amendments to certain legislative acts of Ukraine in connection with the adoption of the Law of Ukraine "On standardization". Provisions of the draft law are aimed at bringing the national standardization system into line with international and European practice. The second reading of the bill was sanctioned by 291 members of parliament.
On corrections to business licensing bill
--Draft bill No.1050
The parliament agreed to make technical corrections to previously adopted draft bill No.1050 “On amendments to certain legislative acts of Ukraine regarding cutting the list of economic activities subject to licensing”.
On improvement of SBI activities
--Draft bill No.2116 (including the draft bill No.2116-1 as the alternate)
The parliament decided to include in the VRU session’s agenda the draft law "On amendments to the Law of Ukraine "On the State Bureau of Investigations" regarding improving activities of the State Bureau of Investigations".
On weapon employment by UA army and SSTS
--Draft bill No.1224
The parliament decided to include in the VRU session’s agenda the draft law “On amendments to certain laws of Ukraine regarding employment by the Armed Forces of Ukraine and the State Special Transport Service of military equipment, weaponry, and special means in a special period”.
On better targeting of government benefits
--Draft bill No.1231 (including the draft bill No.1231-1 as the alternate)
The bill was drafted to increase the level of targeting of governmental benefits, promote developing the social security system, and ensure an effective application of budgetary resources, including the tool of verification. Verification of payments is defined as a set of measures for collecting and verifying reliability of information used for awarding, calculating or making social payments. The bill is aimed at pursuing justice in the field of subsidies and other social transfers. It is proposed to introduce a verification platform for state pay-outs - pensions, benefits, allowances, subsidies, scholarships, and other payments made at the expense of state and/or local budgets, compulsory state social and pension insurance funds. It is planned to check registers, not people. With 254 ayes the bill No.1231 “On verification and monitoring of public payments” was backed by the parliament.
On material liability of servicemen
--Draft bill No.1225
The parliament decided to include in the VRU session’s agenda the draft bill No.1225 “On material liability of servicemen and some other persons”. At present, the issue of material liability of servicemen is governed by a Soviet-era decree that is still in force. This bill regularizes this issue. In the draft law, the amount of liability is dependent on the damage caused, not income of the responsible person. It protects the rights of military personnel. The first reading of the bill was backed by 306 parliamentarians.
On un-shadowing of settlements
--Draft bill No.1053-1
The draft bill No.1053-1 “On amendments to the Law of Ukraine ‘On application of payment transactions recorders in trade area, service industry and public catering’ regarding un-shadowing of settlements in the trade and service sectors” was carried by 237 votes of members of parliament.
