The Bill (Reg. No. 1458) secures independence of territorial election commissions from corresponding local public authority bodies, coordinated work of district election commissions on the voting day. Thus, the Bill introduces "open lists", which gives an elector an opportunity to vote both for the whole list, and for certain candidates included into the election list of a local organization of a political party (bloc).
The Committee members believe that adoption of the Bill will enhance political activity of the citizens, as well as their responsibility by realization of suffrage.
