The Chairperson of the Verkhovna Rada of Ukraine Dmytro Razumkov opened the Tuesday’s plenary session.

The Chairman of the Verkhovna Rada D. Razumkov opened the second session of the Verkhovna Rada of Ukraine of the ninth convocation. 393 parliamentarians registered to attend the meeting.

The Chairman announced that the meeting was attended by the President of Ukraine Volodymyr Zelenskyi, the Prime Minister of Ukraine Oleksii Honcharuk, members of the Government, representatives of executive authorities and other persons.

Dmytro Razumkov declared the second session of the Verkhovna Rada of Ukraine of the ninth convocation open. The National anthem of Ukraine was played in the session hall.

The Chairman opened the morning section of the Tuesday's Verkhovna Rada plenary session.


Morning section


Six newly elected members of parliament were sworn in. The speaker then announced the personnel reinforcements of the parliamentary factions. The Chairman gave the floor to representatives of the parliamentary factions and groups to make their announcements, statements, reports and proposals.

The Verkhovna Rada endorsed the agenda of the meeting.

Today’s agenda

The Chairman briefed on the agenda items that had been proposed for reviewing today. Below, there is a list of the issues to be considered at the plenary meeting on the 3rd of September:

·       Bill No.7203 "On removal of the parliamentary privilege from Ukrainian parliamentarians";

·        Bill No.1013 "On amendments to the Constitution of Ukraine (regarding the abolition of advocacy monopoly)";

·        Bill No.1014 “On amendments to Article 106 of the Constitution of Ukraine (pertaining to investing the President of Ukraine with powers to establish independent regulatory agencies, the National Anti-Corruption Bureau of Ukraine, to appoint and dismiss directors of the National Anti-Corruption Bureau of Ukraine and the State Bureau of Investigations”;

·        Bill No.1015 “On amendments to Article 93 of the Constitution of Ukraine (regarding vesting the people with legislative initiative)”;

·        Bill No.1016 “On amendments to Articles 85 and 101 of the Constitution of Ukraine (regarding commissioners of the Verkhovna Rada of Ukraine)”;

·        Bill No.1017 “On amendments to Articles 76 and 77 of the Constitution of Ukraine (regarding the retrenchment of a constitutional staff complement of the Verkhovna Rada of Ukraine and establishment of the proportional electoral system)”;

·        Bill No. 1027 “On amendments to Article 81 of the Constitution of Ukraine (regarding supplementary grounds for early termination of powers of a Ukrainian parliamentarian)”;

·        Bill No.1028 “On amendments to Article 85 of the Constitution of Ukraine (regarding consultative, advisory and other subsidiary bodies of the Verkhovna Rada of Ukraine)”.

 

MPs then proceeded to reviewing the items of today’s agenda.

On parliamentary privilege

--Draft law No.7203

The parliament passed (373 ayes) the law of Ukraine “On removal of the parliamentary privilege from Ukrainian parliamentarians". This bill removes two paragraphs of Article 80 of the Constitution of Ukraine, which stipulate the immunity for members of parliament. The revised wording of this constitutional article runs that Ukrainian parliamentarians bear no legal liability for voting results or public utterances inside the parliament and its bodies, except for responsibility for insult (affront) or defamation. The law shall become effective on January 1, 2020.

 

On advocacy monopoly

--Draft resolution (on the bill No.1013)

By 337 votes, the parliament took in tote the draft resolution “On inclusion of the draft law of Ukraine “On amendments to the Constitution of Ukraine (regarding the abolition of advocacy monopoly)" in the agenda of the second session of the Verkhovna Rada and its submittal to the Constitutional Court for constitutionality check”.

 

On newest presidential powers   

--Draft resolution (on the bill No.1014)

By 282 ayes, the Verkhovna Rada took in tote the draft resolution “On inclusion of the draft law of Ukraine “On amendments to Article 106 of the Constitution of Ukraine (pertaining to investing the President of Ukraine with powers to establish independent regulatory agencies, the National Anti-Corruption Bureau of Ukraine, to appoint and dismiss directors of the National Anti-Corruption Bureau of Ukraine and the State Bureau of Investigations” in the agenda of the second session of the Verkhovna Rada and its submittal to the Constitutional Court for constitutionality check”.

The presiding officer closed the morning section of the session.

NBU Council member to amove

By 320 votes, the parliament ousted Tymofii Mylovanov as member of the Council of the National Bank of Ukraine through taking the relevant resolution No.2004.


On vesting people with legislative initiative

--Draft resolution (on the bill No.1015)

By 338 ayes, the Verkhovna Rada took in tote the draft resolution “On inclusion of the draft law of Ukraine “On amendments to Article 93 of the Constitution of Ukraine (regarding vesting the people with legislative initiative)” in the agenda of the second session of the Verkhovna Rada and its submittal to the Constitutional Court for constitutionality check”.


On VRU commissioners

--Draft resolution (on the bill No.1016)

298 parliamentarians approved in tote the draft resolution “On inclusion of the draft law of Ukraine “On amendments to Articles 85 and 101 of the Constitution of Ukraine (regarding commissioners of the Verkhovna Rada of Ukraine)” in the agenda of the second session of the Verkhovna Rada and its submittal to the Constitutional Court for constitutionality check”.


VRU’s staff to retrench, proportional el-system to launch

--Draft resolution (on the bill No.1017)

The parliament carried in tote the draft resolution “On inclusion of the draft law of Ukraine “On amendments to Articles 76 and 77 of the Constitution of Ukraine (regarding the retrenchment of a constitutional staff complement of the Verkhovna Rada of Ukraine and establishment of the proportional electoral system) in the agenda of the second session of the Verkhovna Rada and its submittal to the Constitutional Court for constitutionality check”.


More grounds to bag a parliamentarian

--Draft resolution (on the bill No.1027)

By 279 ayes, parliamentarians confirmed in tote the draft resolution “On inclusion of the draft law of Ukraine “On amendments to Article 81 of the Constitution of Ukraine (regarding supplementary grounds for early termination of powers of a Ukrainian parliamentarian)” in the agenda of the second session of the Verkhovna Rada and its submittal to the Constitutional Court for constitutionality check.


On creation of new VRU’s bodies by right

----Draft resolution (on the bill No.1028)

By 264 votes, members of parliament adopted in tote the draft resolution “On inclusion of the draft law of Ukraine “On amendments to Article 85 of the Constitution of Ukraine (regarding consultative, advisory and other subsidiary bodies of the Verkhovna Rada of Ukraine)” in the agenda of the second session of the Verkhovna Rada and its submittal to the Constitutional Court for constitutionality check.

 

The presiding officer closed the meeting.

 

Until the end of the ongoing week parliamentarians will be engaged in their committee work.

The parliament shall meet next time on September 10 at 10 am.
