The Bill (Reg. No.3490) presents a new version of Article 51 of the Code of Ukraine on Administrative Infringements. Thus, it envisages administrative responsibility for the theft of not only collective or public property, but also of private property of natural persons criminal responsibility irregardless of the cost of the stolen property.
The author deems necessary to adopt the Bill in order to delineate responsibility of different types for the theft of somebody´s property due to the degree of social danger of such actions.
The Committee members upheld the Bill, as it should facilitate effective protection of rights of the property owners.
